Η διαχείριση των αδέσποτων σκύλων, αποτελεί πρόκληση για τις δυτικές κυρίως κοινωνίες καθώς σχετίζεται με την ευζωία αυτών των ζώων, αλλά και με τη συνύπαρξή τους με τους ανθρώπους (ιδιαίτερα στις αστικές περιοχές). Παρά τα εφαρμοσμένα προγράμματα διαχείρισης σε πολλές ευρωπαϊκές χώρες, η μείωση αυτών των πληθυσμών δεν έχει καταστεί παντού εφικτή, ενώ η συνεχιζόμενη εγκατάλειψή τους έχει ως αποτέλεσμα πολλές χώρες να αντιμετωπίζουν σοβαρά προβλήματα. Ο σκοπός αυτής της διδακτορικής διατριβής, είναι η καταγραφή της υφιστάμενης κατάστασης του φαινομένου των αδέσποτων σκύλων στην Ελλάδα, η αναζήτηση λύσεων στα προβλήματα που δημιουργεί ο υπερπληθυσμός τους και η διερεύνηση για το αν, τα ήδη εφαρμοσμένα προγράμματα διαχείρισής τους, έχουν επιτύχει και σε ποιο βαθμό να ελέγξουν αυτούς τους πληθυσμούς. Επιμέρους στόχοι της διατριβής αποτελούν η ανασκόπηση του σχετικού νομοθετικού πλαισίου (ν.4039/2012) και ο εντοπισμός των κενών που, πιθανόν, υπάρχουν καθώς και η διατύπωση σχετικών ...

Παρά τα εφαρμοσμένα προγράμματα διαχείρισης σε πολλές ευρωπαϊκές χώρες, η μείωση αυτών των πληθυσμών δεν έχει καταστεί παντού εφικτή, ενώ η συνεχιζόμενη εγκατάλειψή τους έχει ως αποτέλεσμα πολλές χώρες να αντιμετωπίζουν σοβαρά προβλήματα. Ο σκοπός αυτής της διδακτορικής διατριβής, είναι η καταγραφή της υφιστάμενης κατάστασης του φαινομένου των αδέσποτων σκύλων στην Ελλάδα, η αναζήτηση λύσεων στα προβλήματα που δημιουργεί ο υπερπληθυσμός τους και η διερεύνηση για το αν, τα ήδη εφαρμοσμένα προγράμματα διαχείρισής τους, έχουν επιτύχει και σε ποιο βαθμό να ελέγξουν αυτούς τους πληθυσμούς. Επιμέρους στόχοι της διατριβής αποτελούν η ανασκόπηση του σχετικού νομοθετικού πλαισίου (ν.4039/2012) και ο εντοπισμός των κενών που, πιθανόν, υπάρχουν καθώς και η διατύπωση σχετικών προτάσεων για τη βελτίωση των προγραμμάτων διαχείρισης των αδέσποτων σκύλων. Αναφορικά με την ύπαρξη ή όχι αδέσποτων σκύλων, τόσο στην Ελλάδα όσο και στις χώρες/μέλη της Ευρωπαϊκής Ένωσης, διενεργήθηκε πρωτογενής έρευνα, με την αποστολή (διαδικτυακού) ερωτηματολογίου στους αρμόδιους φορείς, με στόχο την καταγραφή τόσο της υφιστάμενης κατάστασης όσο και των εφαρμοσμένων στρατηγικών (ιδίως στις χώρες εκείνες που έχουν επιτύχει να ελέγξουν αυτούς τους πληθυσμούς). Στη συνέχεια, για την διαπίστωση της ελληνικής πραγματικότητας, διενεργήθηκε διαδικτυακή, πρωτογενής έρευνα (Μέθοδος Δελφών), με την συμμετοχή 14 εμπειρογνωμόνων, με θέμα τη διαχείριση των αδέσποτων σκύλων. Μέσω αυτής της μεθόδου επιχειρείται η συγκέντρωση και η ανάλυση εμπειριών, πληροφοριών, γνώσεων και απόψεων από άτομα με διαφορετικό γνωστικό αντικείμενο, που ασχολούνται από διαφορετικές θέσεις με το θέμα των αδέσποτων σκύλων. Ακολουθεί μια τρίτη έρευνα, στην Ελληνική επικράτεια, με κύριο ερευνητικό εργαλείο τη χρήση ηλεκτρονικού ερωτηματολογίου και δείγμα 643 απαντήσεων, από ανθρώπους με διαφορετική σχέση αλλά ενεργή συμμετοχή ως προς τη διαχείριση των αδέσποτων σκύλων. Επίσης, επιχειρείται να διερευνηθεί τόσο ο βαθμός επιτυχίας των εφαρμοσμένων προγραμμάτων διαχείρισης αυτών των πληθυσμών, όσο και οι στάσεις, οι απόψεις και οι προθέσεις όλων των εμπλεκόμενων πλευρών. Για την ανάλυση των δεδομένων χρησιμοποιήθηκαν τα προγράμματα Microsoft Excel 2016 (v16.0) και IBM SPSS Statistics ν. 27. (Statistical Package for Social Sciences). Το βασικό συμπέρασμα της παρούσας διδακτορικής διατριβής είναι ότι η διαχείριση των κατοικίδιων και αδέσποτων σκύλων, δε ρυθμίζεται από ενιαίο ευρωπαϊκό νομικό πλαίσιο και εξαρτάται από την πολιτική και τη στρατηγική που εφαρμόζει κάθε χώρα/μέλος της Ε.Ε.. Επίσης, η αυξανόμενη εγκατάλειψη των κατοικίδιων σκύλων σε συνδυασμό με την μη εφαρμογή προγραμμάτων διαχείρισης των πληθυσμών των αδέσποτων σκύλων από τους αρμόδιους φορείς (επιτρέποντας τον χωρίς έλεγχο πολλαπλασιασμό τους) αποτελούν τις βασικές αιτίες δημιουργίας νέων γενεών αδέσποτων σκύλων. Θα πρέπει να αναφερθεί ότι η παρούσα διδακτορική διατριβή σε καμία περίπτωση δεν θεωρεί ότι έχει εξαντλήσει όλες τις πλευρές αυτού του σοβαρού θέματος. Αποτελεί όμως μια πρώτη προσπάθεια αναζήτησης λύσεων, με την ελπίδα ότι θα δοθούν τα απαραίτητα κίνητρα σε άλλους ερευνητές, για να εξετάσουν θέματα που η παρούσα διατριβή δεν καλύπτει ή που δεν καταφέρνει να τα αντιμετωπίσει με τον τρόπο που αυτοί θα επιθυμούσαν.

In particular, to ascertain the Greek reality, an online, primary survey (Delphi Method) was conducted, with the participation of 14 experts on the management of stray dogs. Through this method the gathering and analysis of experiences, information, knowledge and opinions is attempted by people with different fields of knowledge but who have been dealing with the issue of stray dogs for several years. A third survey follows, in the Greek territory, with the use of an electronic questionnaire as the main research tool and a sample of 643 responses, by people with a different relationship but active participation in the management of stray dogs. Also, an attempt is made to investigate both the degree of success of the applied management programs of these populations, as well as the attitudes, opinions and intentions of all involved parties. Excel and IBM Statistics n. 27 programs were used to analyze the data. The main conclusions of this PhD thesis are that the management of pets and stray dogs is not regulated by a single European legal framework and depends on the policy applied by each EU country/member. Also, the increasing abandonment of pet dogs in combination with the non-implementation of management programs for the stray dog populations by the competent authorities (allowing their uncontrolled proliferation) are the main causes of creating new generations of stray dogs. It should be mentioned that this PhD thesis in no way does he consider himself to have exhausted all sides of this serious matter.
