Customers are the parents of the students, who are the most important customers, the students themselves, who are the primary customers and consumers (it will not be possible to claim achievement of total quality without meeting individual needs) and finally everyone working in a school, college or university is both a supplier of service and a customer of others (Internal customers). An educational institution that takes the total quality route must take seriously the issue of learning styles and needs to have strategies for individualization and differentiation in learning. It should have an obligation to make learners aware of the variety of learning methods available to them to give learners opportunities to sample learning in a variety of different styles.Evaluation process is an important element of any quality assurance process. It should be a continuous through entire TQM process and not just left until the end of the program of study. Learners should be involved in evaluation process and evaluate themselves during learning process. Regulation of the quality of educational management is a multiple dimension task that requires many skills and high expertise to achieve satisfying outcome.At all levels of the educational ecosystem, management is required; management involves the planning, organizing, implementation, review, evaluation, and integration of an institution. In the empirical part, the aim of our research is the Establishment of an experimental program for assessing and regulating the quality of educational management in kindergarten and school.The tasks ahead of us were (a) to explore the theoretical basics of the quality of educational management in the public sector – kindergarten and school, (b) to study the theoretical approaches and good practices related to this topic, (c) to conduct a research (experimental program) for alternative in quality regulation of educational management in the public sector – kindergarten and school, (d) to assess the ways my experimental program functions and (e) to prove the effectiveness of the applied experimental program.About the Hypothesis, it was supposed that an alternative to the standard and unified regulations of quality of educational management in kindergarten and school would increase the quality of educational management in the public sector – kindergarten/school. The duration of experiment was one school year – September 2018 – May 2019. There were two schools which participate in our research testing: (a) 1 experimental kindergarten (9 participants – 2 management staff and 7 teacher, support teacher speech therapist- all women) and (b) 1 experimental school (21 participants - 2 management staff and 19 teacher, support teacher psychologist- 4 men and 17 women).Regarding the methods for statistical processing of data: For the calculations of results, we applied the statistical packages: ONE-WAY ANOVA, Chi-square, t-test, Kappa measurement and Kruskal-Wallis tests.Research participants were 46 parents of children in kindergartens and students at schools who provided us with valuable information about the current state and needs in educational management and its quality in kindergartens and schools in modern Greece and 28 education specialists. In the terms of research methods, we applied Observation and then preliminary questionnaire for parents as direct users of the educational services provided by both educational institutions: kindergartens and schools. Next, we used the so-called pedagogical experiment and tested our “Experimental program for assessing and regulating the quality of educational management in kindergarten and school”. Finally, we applied assessment of the effectiveness of the “Experimental program for assessing and regulating the quality of educational management in kindergarten and school” before and after its implementation for a period of one school year The Experimental program was based, designed, and structured upon several important principles, namely: (a) suitable for both kindergarten and school level of education: Applicable for Greek educational system, conditions, and situation, (b) Available for headmasters (directors) and teachers: easy to apply in real-life conditions in educational institutions, (c) Provide fast feedback on the quality of educational management in the institution, (d) provide objective assessment on the quality of educational management in the institution. The headmaster and teachers of both kindergarten and school during Experimental program had to perform their various duties which are of three kinds: (a) Administrative duties: Setting up committees, attending and chairing meetings, attending to files and mail, organizing work, writing reports, supervising staff and administration of personnel matters, administration of student matters, including organization of examinations and enforcement of Rules and Regulations, management of human, financial, material and infrastructural resources, etc., (b) pedagogical duties: Controlling the implementation of the curriculum, planning, organizing and monitoring of teaching and learning and other educational activities, managing learning resources and ensuring the quality of the education imparted at school, and (c) Socio-cultural: Promoting healtipping of knowledge, skills, values, beliefs, habits, and attitudes with learning experiences. The education system consists of political heads, principals, teaching staff, non-teaching staff, administrative personnel and other educational professionals working together to enrich and enhance.The levels of application of quality management are: (α) the management process of a school including strategic planning, recruiting and staff development, deploying resources, and alignment of what is taught, how it is taught, and how it is assessed, and (b) teaching quality to students.
