Η επιχειρηματικότητα είναι μια ανθρώπινη δραστηριότητα που χαρακτηρίζει σε μικρό ή μεγαλύτερο βαθμό όλες τις κοινωνίες και συνδέεται οπωσδήποτε με το βαθμό ευημερίας τους. Ο βαθμός ενασχόλησης με τις επιχειρηματικές δραστηριότητες, οι επιχειρηματικές επιλογές, η επιχειρηματική ηθική, η θέση των επιχειρηματιών στην κοινωνική ιεραρχία κτλ., ποικίλουν από κοινωνία σε κοινωνία και διαμορφώνονται σε σημαντικό βαθμό από τα πολιτισμικά χαρακτηριστικά τους. Στη διατριβή αυτή έγινε μια προσπάθεια να μελετηθεί η επιχειρηματικότητα στον ευρύτερο χώρο της υποσαχάριας Αφρικής τόσο ως λειτουργικό στοιχείο ενταγμένο στην κοινωνικοοικονομική πραγματικότητα, όσο και ως βασικό αναλυτικό εργαλείο χρήσιμο στην μελέτη της αναπτυξιακής διαδικασίας. Η προσέγγιση του σύνθετου ζητήματος της ανάπτυξης δεν παρουσιάζεται μέσα από μια αμιγώς οικονομική προσέγγιση της μεγέθυνσης, αλλά μέσα από μια περισσότερο ανθρωπολογικού χαρακτήρα ερμηνεία της. Η επιτόπια έρευνά μας στο Καμερούν επιβεβαίωσε πλήρως τη θέση του καθηγητή Philippe Hugon, ότι για τον ξένο μη Αφρικανό ερευνητή η μελέτη των αφρικανικών κοινωνιών κρύβει μια σημαντικότατη αδυναμία, καθώς συχνά συνειδητοποιούμε ότι είμαστε ξένοι μπροστά σε μια κοινωνία της οποίας αδυνατούμε να αναγνωρίσουμε τα κίνητρα. Από τη μια υπάρχει η φανερή κοινωνία, που εύκολα μπορεί να αναλύσει ένας ξένος, και από την άλλη η πραγματική κοινωνία που όμως μας είναι άγνωστη. Οι αφρικανικές κοινωνίες βρίσκονται στο επίκεντρο σημαντικότατων επιρροών - όπως για παράδειγμα είναι οι πολιτικές και διοικητικές επιρροές της αποικιοκρατίας, οι επιδράσεις των προγονικών παραδόσεων που συνδέονται με τις προ-αποικιακές κοινωνίες κτλ. - που διαμορφώνουν μια απίστευτη συνθετότητα στην προσπάθεια της ερμηνείας των κοινωνικών φαινομένων που συμβαίνουν σε αυτή. Η περιγραφή των οικονομικών δεδομένων αναγκαστικά συγκαλύπτει την πραγματικότητα, καθώς το ουσιώδες πρόβλημα της ανάπτυξης είναι αυτό της διαμάχης μεταξύ δυο νοοτροπιών και δυο πολιτισμικών αντιθέσεων: έχουμε τον ορθολογισμό που υπαγορεύει το ατομικό συμφέρον (εξορθολογισμός της διοίκησης, των προσλήψεων, των δαπανών κτλ.) απέναντι στο «μη ορθολογικό» της κοινωνικής πραγματικότητας. Η επιχειρηματικότητα όπως και κάθε άλλη ανθρώπινη δραστηριότητα διαμορφώνεται από τον τρόπο με τον οποίο οι ίδιες οι κοινωνίες χρησιμοποιούν το παρελθόν τους και αντιλαμβάνονται το παρόν και το μέλλον τους. Η ανάπτυξη της επιχειρηματικότητας στην Αφρική μοιάζει να συσσωρεύει προβλήματα που καλύπτουν τρία επίπεδα : στο πρώτο επίπεδο βρίσκεται η εναντίωση της νοοτροπίας των ανθρώπων με την επιχειρηματικότητα την οποία αντιλαμβάνονται ως συνέχεια της αποικιακής εξάρτησης και καταπίεσης. Σε επόμενο επίπεδο βρίσκεται η αδυναμία των ξένων θεσμικών κέντρων να συνδράμουν στην χρηματοδότηση προς την κατεύθυνση της αλλαγής της επιχειρηματικής νοοτροπίας και την ενίσχυση της μικρομεσαίας επιχειρηματικής δράσης. Σε ένα τρίτο επίπεδο βρίσκεται το αφρικανικό κράτος – εισοδηματίας που ενδιαφέρεται περισσότερο να παράγει πόρους για την εξασφάλιση της ευημερίας της διευθύνουσας ελίτ του. Το κράτος εμφανίζεται ως ιδιάζουσα έκφραση της δημόσιας εξουσίας, χωρίς να μπορεί να αποφύγει να κηλιδώσει με τις επιλογές και συμπεριφορές του το επιχειρηματικό περιβάλλον. Έτσι ο επιχειρηματίας, προτού αποτελέσει το μέσο που θα συνδυάσει τους φορείς της παραγωγής, εκμαυλίζεται αναγορευόμενος σε συλλέκτη εισοδημάτων κατ’ εικόνα του «κηδεμόνα» του, μέσω του πολιτικού, διοικητικού και τελωνειακού προστατευτισμού, μέσω των οδών της διαφθοράς (φορολογικές απαλλαγές, προνομιακή παραχώρηση των δημόσιων αγορών, την πρόσβαση κατά προτεραιότητα στο τραπεζικό δανεισμό, στις διακριτικές επιχορηγήσεις, στην πρόσβαση σε ενισχύσεις από το δημόσιο ταμείο ή διεθνείς πηγές) χωρίς τις οποίες φαίνεται να μην μπορεί να επιβιώσει. Παρά ταύτα η δημιουργία επιχειρήσεων στην Αφρική αποτελεί ταυτόχρονα ηθελημένη ενέργεια που δεν συνδέεται ούτε με το τυχαίο, ούτε με το περιστασιακό, αλλά αποτελεί αναγκαιότητα επιβίωσης. Και την αναγκαιότητα αυτή την βλέπουμε προσαρμοσμένη στην πραγματικότητα της ηπείρου είτε από ανεπίσημους φορείς επιχειρηματικής δράσης που κινούνται στα όρια (ή εκτός αυτών) της “νομιμότητας”, είτε μέσα από την προσπάθεια των επίσημων φορέων επιχειρηματικής δράσης να προσαρμοστούν στις εξελίξεις αναπτύσσοντας σύγχρονες και καινοτόμες δράσεις.

Entrepreneurship is a human activity that characterizes all societies to a greater or lesser degree and is definitely linked to their level of prosperity. The degree of involvement in business activities, business choices, business ethics, the position of entrepreneurs in the social hierarchy, etc., vary from society to society and are shaped to a significant extent by their cultural characteristics. In this thesis, an attempt was made to study entrepreneurship in the wider area of sub-Saharan Africa both as a functional element integrated into the socio-economic reality, and as a basic analytical tool useful in the study of the development process. The approach to the complex issue of development is not presented through a purely economic approach to growth, but through a more anthropological interpretation of it.Our field research in Cameroon fully confirmed the position of Professor Philippe Hugon, that for the foreign non-African researcher the study of African societies hides a major weakness, as we often realize that we are strangers in front of a society whose motivations we fail to recognize. On the one hand there is the visible society, which can easily be analyzed by an outsider, and on the other hand the real society which is unknown to us. African societies are at the center of very important influences - such as the political and administrative influences of colonialism, the effects of ancestral traditions linked to pre-colonial societies, etc. - that form an incredible complexity in the attempt to interpret the social phenomena that happen to her. The description of the economic data necessarily hides the reality, since the essential problem of development is that of the conflict between two mentalities and two cultural contrasts: we have the rationality that dictates individual interest (rationalization of administration, recruitment, expenses, etc.) against in the "non-rational" of social reality.Entrepreneurship like any other human activity is shaped by the way societies themselves use their past and perceive their present and future. The development of entrepreneurship in Africa seems to accumulate problems that cover three levels: on the first level is the opposition of people's mentality to entrepreneurship which they perceive as a continuation of colonial dependence and oppression. At the next level is the inability of foreign institutional centers to help finance the change of business mentality and the strengthening of small and medium business activity. At a third level is the African state – an incomer that is more interested in producing resources to ensure the well-being of its ruling elite. The state appears as a special expression of public power, without being able to avoid tarnishing the business environment with its choices and behaviors. Thus, the entrepreneur, before becoming the means that will combine the agents of production, is defamed by being declared an income collector in the image of his "guardian", through political, administrative and customs protectionism, through the ways of corruption (tax exemptions, preferential concession of public markets, priority access to bank lending, discretionary grants, access to aid from the public treasury or international sources) without which it seems unable to survive. Nevertheless, the creation of businesses in Africa is at the same time a deliberate action that is not connected to the random, nor to the occasional, but is a necessity of survival. And we see this necessity adapted to the reality of the continent, either by unofficial entities of business action that move at the limits (or outside of them) of "legality", or through the effort of official entities of business action to adapt to developments by developing modern and innovative actions .

L'entrepreneuriat, comme toute autre activité humaine, est façonné par la façon dont les sociétés elles-mêmes utilisent leur passé et perçoivent leur présent et leur avenir. Le développement de l'entrepreneuriat en Afrique semble accumuler des problèmes qui recouvrent trois niveaux : au premier niveau se trouve l'opposition de la mentalité des gens à l'entrepreneuriat qu'ils perçoivent comme une continuation de la dépendance et de l'oppression coloniale. Au niveau suivant, l'incapacité des centres institutionnels étrangers à contribuer au financement du changement de mentalité d'entreprise et du renforcement de l'activité des petites et moyennes entreprises. À un troisième niveau se trouve l'État africain - un revenu qui est plus intéressé à produire des ressources pour assurer le bien-être de son élite dirigeante. L'État apparaît comme une expression particulière de la puissance publique, sans pouvoir éviter de ternir l'environnement des affaires par ses choix et ses comportements. Ainsi, l'entrepreneur, avant de devenir le moyen qui associera les agents de production, est diffamé en se faisant déclarer percepteur à l'image de son « tuteur », par le protectionnisme politique, administratif et douanier, par les voies de la corruption (exonérations fiscales , concession préférentielle des marchés publics, accès prioritaire au crédit bancaire, subventions discrétionnaires, accès aux aides du trésor public ou de sources internationales) sans lesquelles elle semble incapable de survivre.
