The subject of this Doctoral Thesis is the study of a new innovative three-dimensional (3D) Light Detection And Ranging (LIDAR) system for measuring meteorological and atmospheric parameters with applications in transportation(Aviation-Flight Safety-Air Aviation Management, Marine Navigation, Spaceapplications, etc) and Meteorology (Visibility and wind speedmeasurement, fog detection, etc). Such a device is based on its ability to perform measurements of atmospheric parameters remotely and in 3D, even in inhomogeneous atmospheric conditions, in contrast to the existing conventional instrumentation, to the above mentioned applications, where in situ measurements are performed as main way of measurement. This greatly helps Airport Air Traffic Controllers and their Meteorologists and it results in a significant reduction in aircraft overall flight time and fuel consumption, a reduction in CO2 emissions and other pollutants in the area, a reduction in flight costs and so in this way this project contributes to the ecology of the area and to the economy and increases the capacity of the Airport to be able to control a lot more aircrafts at the same time. The implementation of such a device at the airports is about to change the future, but in a positive way, of the standardization and its limits, of atmospheric measurements devices by the International Civil Aviation Organization (ICAO) and / or International Maritime Organization (ΙΜΟ) and Weather Meteorological Organization (WΜΟ), as in the case of visibility and scatterometer, where it now accepts as such a device can provide visibility up to distances of 10 km with only in situ (local) measurements. It will also challenge the formal, reliable but expensive way, that PBLH is produced today with the radiosondes method and the limitations that in situ measurements are bound from in space and time. This Doctoral Thesis is developed under the prism of the above mentioned applications and with the aim of integrated research. Ιn the 1st Chapter, the structure of the Atmosphere and definition of visibility is presented. Continuing to Chapter 2, a bibliographical survey around lidar technique and its applications is presented. In Chapter 3, the currently existing techniques for measuring the visibility, the PBLH and wind speed are presented. In Chapter 4, the lidar system is presented as a meteorological device through corresponding simulations, for the type (and emission wavelength) of the laser that can be used for the device under investigation. Then, in Chapter 5, lidar signal processing techniques and algorithms developed in this PhD are analyzed, while in Chapter 6, the conclusions and perspectives of all, of this Thesis, are presented. Finally, in the Appendix, we present the atmospheric measuring devices present today worldwide.
