Στην παρούσα διατριβή, το κεντρικό ερευνητικό ερώτημα που καθοδήγησε την ανάλυση και διαμόρφωσε τη μεθοδολογική προσέγγισή της αφορά το πώς οι θεσμικές πρωτοβουλίες της Ευρωπαϊκής Ένωσης για την αμυντική βιομηχανία, υπό την επίδραση κρίσιμων συγκυριών και των διακυβερνητικών οπτικών των κρατών-μελών, επηρέασαν τη διαμόρφωση, την εξέλιξη και την ενίσχυση της Ευρωπαϊκής Αμυντικής Τεχνολογικής και Βιομηχανικής Βάσης. Για την εκπλήρωση του ερευνητικού σκοπού και την απάντηση των ερευνητικών ερωτημάτων χρησιμοποιήθηκε η ποιοτική μέθοδος έρευνας. Ως προς τη μεθοδολογική ανάλυση, η διατριβή συνδυάζει ποσοτική ανάλυση περιεχομένου (quantitative content analysis) με συγκριτική μελέτη περιπτώσεων (case studies) κρατών-μελών της ΕΕ και ποιοτική ανάλυση περιεχομένου. Για την ανάλυση χρησιμοποιήθηκε το λογισμικό MAXQDA. Η ποσοτική ανάλυση βασίστηκε σε ένα παραγωγικό σύστημα κωδικοποίησης, ενώ η ποιοτική εμβάθυνση στηρίχθηκε στην εκτενή χρήση αποσπασμάτων από ημιδομημένες συνεντεύξεις. Οι ημιδομημένες συνεντεύξεις διεξήχθησαν με εθνικές αρχές, με εκπροσώπους από των Υπουργείων Άμυνας της Γερμανίας, το Υπουργείο Άμυνας της Εσθονίας, το Υπουργείο Άμυνας της Λετονίας, το Υπουργείο Άμυνας της Ιρλανδίας, το Υπουργείο Άμυνας των Κάτω Χωρών, μέσω της αρμόδιας μονάδας στη Χάγη, καθώς και από την Ομάδα Πολιτικό-Στρατιωτικών Υποθέσεων του Υπουργείου Άμυνας της Ισπανίας. Ιδιαίτερη συμβολή στην έρευνα είχαν οι Μόνιμες Αντιπροσωπείες κρατών-μελών στην ΕΕ, εκπροσωπώντας την εθνική πολιτική σε επίπεδο Βρυξελλών. Ειδικότερα, συμμετείχαν: ο Σύνδεσμος του Υπουργείου Εθνικής Άμυνας (ΥΠΕΘΑ) στη Μόνιμη Αντιπροσωπεία της Ελλάδας για θέματα ΕΤΑ και PESCO, η Σύμβουλος της Μόνιμης Αντιπροσωπείας της Γαλλίας στις Βρυξέλλες, η Μόνιμη Αντιπροσωπεία της Τσεχικής Δημοκρατίας, η Μόνιμη Αντιπροσωπεία της Σλοβακίας, η Μόνιμη Αντιπροσωπεία της Ουγγαρίας, καθώς και η Μόνιμη Αντιπροσωπεία της Βουλγαρίας στην ΕΕ. Παράλληλα, στην έρευνα συμμετείχαν: ο Ευρωπαϊκός Οργανισμός Άμυνας (EDA), ο οποίος έχει βασικό συντονιστικό ρόλο στην κοινή πολιτική άμυνας, η Ευρωπαϊκή Υπηρεσία Εξωτερικής Δράσης (EEAS), καθώς και η Μονάδα Προγραμματισμού ΕΤΑ και Υποστήριξης Μικρομεσαίων Επιχειρήσεων, με έδρα τις Βρυξέλλες. Η βιομηχανική διάσταση της άμυνας και της ασφάλειας εκπροσωπήθηκε από σημαντικούς ευρωπαϊκούς και εθνικούς παρόχους όπως η Airbus Defence and Space, η SAAB AB από τη Σουηδία, η RETIA από την Τσεχία, η EFA Group στην Ελλάδα και η Ελληνική Αεροπορική Βιομηχανία (ΕΑΒ), η Σουηδική Βιομηχανία Καινοτομίας Ασφάλειας και Άμυνας, η Ένωση Ναυτιλιακής Βιομηχανίας Γαλλίας, καθώς και ARC/WKO (ARGE-Austrian Defence & Security Industry). Τέλος, στον κρίσιμο τομέα της καινοτομίας και της σύνδεσης με την επιχειρηματικότητα, συμμετείχε ο Κυπριακός Σύνδεσμος Επιχειρήσεων Έρευνας και Καινοτομίας. Η διδακτορική διατριβή καταλήγει ότι η αποτελεσματικότητα της PESCO εξαρτάται από την αλληλεπίδραση εθνικών συμφερόντων, θεσμικών περιορισμών και διακυβερνητικών δυναμικών. Το ΕΤΑ λειτουργεί ως σημαντικό εργαλείο για την ενίσχυση της καινοτομίας και της στρατηγικής αυτονομίας, στηρίζοντας τις ΜΜΕ και ενθαρρύνοντας τη θεσμική συνεργασία, παρά τις γραφειοκρατικές και χρηματοδοτικές δυσκολίες. Η εφαρμογή της PESCO και του ΕΤΑ δείχνει ότι υπάρχει αυξημένη πολιτική βούληση, αλλά και περιορισμοί που συνδέονται με τον κατακερματισμό και την απουσία κοινού στρατηγικού προσανατολισμού. Ο πόλεμος στην Ουκρανία λειτούργησε ως κρίσιμη συγκυρία, επιταχύνοντας πρωτοβουλίες όπως το EDIRPA, το ASAP και το EDIP, οι οποίες ενισχύουν τη βιομηχανική βάση της ΕΕ και τη συλλογική επιχειρησιακή ετοιμότητα. In this PhD thesis, the central research question that guided the analysis and shaped the methodological approach concerns how the European Union’s institutional initiatives in the defence industry, under the influence of critical junctures such as the war in Ukraine and the intergovernmental perspectives of the Member States, have contributed to the formation, evolution and strengthening of the European Defence Technological and Industrial Base. The PhD thesis examined the contribution of European institutional mechanisms such as PESCO, the European Defence Fund (EDF) and programmes such as EDIRPA, ASAP and EDIP, in strengthening the strategic autonomy of the European Union in the field of defence and defence industry. To fulfil the research objective and answer the research questions, the qualitative research method was used. In terms of methodological analysis, the thesis combines quantitative content analysis with comparative case studies of EU member states and qualitative content analysis. MAXQDA software was used for the analysis. The quantitative analysis was based on a deductive coding scheme, while the qualitative in-depth analysis relied on the extensive use of extracts from semi-structured interviews. Semi-structured interviews were conducted with national authorities, with representatives from: the Ministry of Defence of Germany, the Ministry of Defence of Estonia, the Ministry of Defence of Latvia, the Ministry of Defence of Ireland, the Ministry of Defence of the Netherlands, through the relevant unit in The Hague, and from the Civil-Military Affairs Unit of the Ministry of Defence of Spain. The Permanent Representations of Member States to the EU, representing national policy at Brussels level, made a particular contribution to the research. In particular, they included: the Liaison of the Ministry of National Defence (MoD) to the Permanent Representation of Greece on EDF and PESCO issues, the Counsellor of the Permanent Representation of France in Brussels, the Permanent Representation of the Czech Republic, the Permanent Representation of Slovakia, the Permanent Representation of Hungary, and the Bulgarian Delegation to the EU. In addition, the European Defence Agency (EDA), which has a key coordinating role in the common defence policy, the European External Action Service (EEAS), and the EDF Programming and SME (Micro, Small and Medium Enterprises) Support Unit, based in Brussels, participated in the research. The industrial dimension of defence and security was represented by major European and national providers such as Airbus Defence and Space, SAAB AB from Sweden, RETIA from the Czech Republic, EFA Group in Greece and the Hellenic Aerospace Industry (EAB), the Swedish Security and Defence Innovation Industry, the French Maritime Industry Association, and the ARC/WKO (ARGE-Austrian Defence & Security Industry). Finally, in the crucial area of innovation and the link to entrepreneurship, the Cyprus Association of Research and Innovation Enterprises participated. The thesis concludes that the effectiveness of PESCO is crucially influenced by the interplay of national interests, institutional constraints and intergovernmental dynamics. EDF is emerging as a key mechanism for innovation and strategic autonomy, strengthening SMEs and promoting institutional cooperation, despite bureaucratic constraints and funding challenges. The implementation of the PESCO and EDF initiatives presents a mixed picture: enhanced political will on the one hand but limited operational efficiency due to fragmentation and lack of a common vision on the other. Finally, the war in Ukraine acted as a turning point, accelerating institutional changes through programmes such as EDIRPA, ASAP and EDIP, which mark the transition to a new institutional path of strategic self-sufficiency, strengthening the EU's industrial base and collective operational readiness.The doctoral dissertation covers the institutional initiatives related to the European defence industry up to 31 January 2025.

Die zentrale Forschungsfrage der vorliegenden Dissertation, die die Analyse leitete und den methodischen Ansatz prägte, betrifft die Frage, wie die institutionellen Initiativen der Europäischen Union im Bereich der Verteidigungsindustrie unter dem Einfluss kritischer Wegscheiden (critical junctures) sowie der intergouvernementalen Perspektiven der Mitgliedstaaten die Herausbildung, Entwicklung und Stärkung der technologischen und industriellen Basis der europäischen Verteidigung (EDTIB) beeinflusst haben.
Die Dissertation untersucht unter anderem den Beitrag europäischer institutioneller Mechanismen wie der Ständigen Strukturierten Zusammenarbeit (Permanent Structured Cooperation – PESCO), des Europäischen Verteidigungsfonds (EDF) sowie von Instrumenten und Programmen wie dem Instrument zur Stärkung der europäischen Verteidigungsindustrie durch gemeinsame Beschaffung (EDIRPA), der Verordnung zur Förderung der Munitionsproduktion (ASAP) und dem Programm für die europäische Verteidigungsindustrie (EDIP) zur Stärkung der strategischen Autonomie der Europäischen Union im Bereich der Verteidigung und der Verteidigungsindustrie.
Zur Erreichung des Forschungsziels und zur Beantwortung der Forschungsfragen wurde die qualitative Forschungsmethode angewandt. Methodisch verbindet die Dissertation eine quantitative Inhaltsanalyse mit vergleichenden Fallstudien zu Mitgliedstaaten der Europäischen Union und einer qualitativen Inhaltsanalyse. Für die Auswertung wurde die Software MAXQDA eingesetzt. Die quantitative Analyse beruhte auf einem deduktiven Kodiersystem, während sich die qualitative Vertiefung auf die umfassende Auswertung von Auszügen aus halbstrukturierten Interviews stützte.
Die halbstrukturierten Interviews wurden mit Vertreterinnen und Vertretern nationaler Behörden geführt. Dazu gehörten Vertreter der Verteidigungsministerien Deutschlands, Estlands, Lettlands und Irlands, des niederländischen Verteidigungsministeriums über die zuständige Dienststelle in Den Haag sowie der für politisch-militärische Angelegenheiten zuständigen Einheit des spanischen Verteidigungsministeriums.
Einen besonders wichtigen Beitrag zur Untersuchung leisteten die Ständigen Vertretungen der Mitgliedstaaten bei der Europäischen Union, die die jeweiligen nationalen politischen Positionen auf der Ebene der Europäischen Union in Brüssel vertreten. An der Untersuchung beteiligten sich insbesondere der Verbindungsoffizier des griechischen Ministeriums für Nationale Verteidigung bei der Ständigen Vertretung Griechenlands für Angelegenheiten des Europäischen Verteidigungsfonds und der PESCO, eine Beraterin der Ständigen Vertretung Frankreichs in Brüssel sowie die Ständigen Vertretungen der Tschechischen Republik, der Slowakei, Ungarns und Bulgariens bei der Europäischen Union.
Darüber hinaus nahmen die Europäische Verteidigungsagentur (EDA), die eine zentrale koordinierende Funktion innerhalb der gemeinsamen Verteidigungspolitik wahrnimmt, der Europäische Auswärtige Dienst (EAD; englisch: EEAS) sowie die in Brüssel ansässige Einheit für die Programmplanung des Europäischen Verteidigungsfonds und die Unterstützung kleiner und mittlerer Unternehmen an der Untersuchung teil.
Die industrielle Dimension von Verteidigung und Sicherheit wurde durch bedeutende europäische und nationale Unternehmen sowie Industrieverbände repräsentiert. Dazu gehörten Airbus Defence and Space, das schwedische Unternehmen SAAB AB, das tschechische Unternehmen RETIA, die griechische EFA Group und die Hellenic Aerospace Industry (HAI), der schwedische Verband der Sicherheits- und Verteidigungsindustrie, der französische Verband der maritimen Industrie sowie ARC/WKO (ARGE – Austrian Defence & Security Industry). Im für Innovation und die Verbindung zur unternehmerischen Tätigkeit besonders wichtigen Bereich beteiligte sich außerdem der zyprische Verband der Unternehmen für Forschung und Innovation an der Untersuchung.
Die Dissertation gelangt zu dem Ergebnis, dass die Wirksamkeit der PESCO vom Zusammenspiel nationaler Interessen, institutioneller Beschränkungen und intergouvernementaler Dynamiken abhängt. Der Europäische Verteidigungsfonds stellt ein bedeutendes Instrument zur Förderung von Innovation und strategischer Autonomie dar, indem er kleine und mittlere Unternehmen unterstützt und die institutionelle Zusammenarbeit fördert, obgleich weiterhin bürokratische und finanzielle Schwierigkeiten bestehen.
Die Umsetzung der PESCO und des Europäischen Verteidigungsfonds verdeutlicht eine verstärkte politische Handlungsbereitschaft, zugleich jedoch auch Einschränkungen, die sich aus der Fragmentierung und dem Fehlen einer gemeinsamen strategischen Ausrichtung ergeben. Der Krieg in der Ukraine wirkte als kritische Wegscheide und beschleunigte Initiativen wie EDIRPA, ASAP und EDIP, die zur Stärkung der industriellen Basis der Europäischen Union und ihrer kollektiven operativen Einsatzbereitschaft beitragen.
Die vorliegende Dissertation berücksichtigt die institutionellen Initiativen im Zusammenhang mit der europäischen Verteidigungsindustrie bis einschließlich 31. Januar 2025.
