Do the European Union's fundamental values still matter?: the case of the common fisheries policy
Abstract
This thesis investigates the ideational foundations of the European Union’s (EU) Common Fisheries Policy (CFP) through the theoretical lenses of social constructivism and Normative Power Europe (NPE). It focuses on the role of the principle of sustainable development by examining two interrelated processes: internalization and diffusion. Specifically, it evaluates the extent to which sustainable development has been internalized, explores the interplay between ideational/normative, rational/material, and strategic interests, and assesses whether the EU diffuses this principle via its Sustainable Fisheries Partnership Agreements (SFPAs). Methodologically, the study combines a mixed-methods content analysis of the CFP Basic Regulation with a case study of the EU-Morocco SFPA, which applies Ian Manners’s tripartite analytical framework of goals, means, and impact.
